Mr. Graves earned his BS in Civil Engineering from the University of Massachusetts-Amherst and MS in Environmental Engineering from Worcester Polytechnic Institute. He is a licensed Professional Engineer in six states. Mr. Graves has over 12 years of experience in the engineering profession, during which he has worked as an engineering consultant and a state regulator. His consulting work included the analysis and design of water and wastewater utilities, residential and commercial developments, surface water management systems, and highway/traffic facilities in several states, as well as numerous environmental site assessments. Mr. GravesÂ’ work as a state regulator included engineering reviews and permitting of sanitary sewer and municipal wastewater treatment plants. Currently, Mr. Graves is responsible for engineering reviews and permitting of solid waste landfills. He is currently a member of: the Solid Waste Association of North America (SWANA); the Association of State and Territorial Solid Waste Management Officials (ASTSWMO) in which he serves on the Cement Kiln Dust Work Group; and the Interstate Technology and Regulatory Council (ITRC) in which he serves on the Alternative Landfill Technologies Team.
